This position is located in the Bureau of Near Eastern Affairs and South and Central Asian Affairs. Incumbent serves as an Administrative Officer with responsibility for major country/post administrative management as well as broad functional and/or program administrative responsibilities, e.g., allowances, strategic planning, human capital management, construction/facilities management, and other post management functions for assigned SCA Posts.
Duties
Develops and supports operational plans and guidance and implements the full range of post management support policies and programs for assigned Posts in functional areas such as general services, finance, human resources.
Develops and/or participates in the development and planning of Post management policies, programs, plans and operating procedures and/or agreements, negotiates and coordinates their approval, implementation, and evaluation.
Plans, identifies, and conducts the review of staffing needs to inform staffing initiatives.
Plans, organizes, and manages the setup of conferences and events that are held in the U.S. and assists the regional PMO in whose region a conference may fall.
Drafts and clears briefing papers, action memos, and other documents to advocate the Bureau’s position on post administrative, management, and operational issues.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience managing support programs in the following functional areas: finance, human resources, facilities, information management.
Experience drafting memos to high-level officials on complicated issues and obtaining multi-level clearances until final approval.
Experience briefing and interacting with principals, liaising with multiple bureaus and offices domestically and overseas to achieve desired objectives.
There is no substitute of education for specialized experience for the GS-14 position.
