This position is located at the National Cemetery Administration in Washington, District of Columbia.
Duties
The incumbent serves as a budget analyst and reports directly to the Chief, Budget Formulation Division, National Cemetery Administration (NCA). The primary purpose of the position is to provide a wide variety of analytical and administrative duties connected with the planning, programming, formulation, justification, and presentation for the NCA budgets. The analyst is also responsible for tracking, analyzing, and reporting NCA capital asset data.
Maintains the Capital Asset Inventory database for the National Cemetery Administration. This includes responsibilities related to: The establishment of new stations and cemeteries; acquisition and disposal of cemetery buildings, structures, objects, and land; the addition and termination of NCA leases and outlease agreements of NCA assets; and facility condition assessments related to all national cemeteries.
Coordinates the preparation of budget requests with organizational and budget elements. Authors guidance and data calls which contain specific, detailed instructions for completion and are properly coordinated with leadership and external offices.
Develops detailed background documentation for presenting and defending budget requests for operating and recurring maintenance and burial benefits, including statistical and narrative material for briefing books.
Reviews budget estimates and submissions to ensure they comply with policy guidance and economic assumptions. Ensures supporting documentation reflects accurate data and logical trends, are completed within the established timelines, and are consistent with all directives.
Analyzes budget requests from organizational elements to ensure methodologies and narratives are consistent with NCA's message and justifications support the requested resources and an audit trail is maintained.
Independently reviews and analyzes cemetery and staff office budget submissions Coordinates between NCA statistical data and budget formulation activities for all six appropriations as well as the operating plans for NCA's Major and Minor Construction appropriations, assessing the performance
metrics and making recommendations to improve operations and meeting goals and objectives.
Provides guidance concerning the legal and regulatory aspects of appropriations law and the use of funds for program and administrative purposes. Responsible for detecting and reporting existing and anticipated violations of budgetary law or regulation.
Reviews, analyzes and reports on trend and forecast data, including demographic data, workload projections, economic data and data from other agencies (DoD, Census, etc.) necessary to formulate budget requests.
Facilitates the team in completing work related tasks. Provides advice on work methods, practices and procedures, and assist the team and/or individual members in identifying solutions.
Understands the agency's, as well as the work unit's, mission, goals and objectives. Maintains situational awareness of high-profile initiatives throughout the organization and attends governance board meetings to provide input and advice from the Budget Service perspective.
Leads cross-functional teams to address shared challenges, facilitate better communication, and achieve agency goals. Back briefs leadership on project status.
Develops recommendations for process improvement and/or legislation to change the way programs are carried out and the projected impact upon agency programs and resources.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 04/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

Selective Placement Factor:
Must have experience with the budget process and the determination of funding distributions and/or allocations, communicating with stakeholders on funding matters, and application of appropriations and/or authorizing legislation.
You may qualify based on your experience, as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop, recommend and implement budgetary policies related to budget formulation and programming activities; Apply a wide range of qualitative analytical evaluation methods and techniques to measure and determine the effectiveness and efficiency of agency operations; Participate in the development, writing, and updating of policy statements, directives, handbooks, and instructions related to budget formulation and planning.

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Work may require some walking and standing in conjunction with travel and with attendance at meetings away from the work site.
