You will serve as a Program Manager in the Propulsion, Power and Auxiliary Systems Department (40) of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).
Duties
You will represent the Department as an authority in the field of program management at top-level Navy, DoD meetings and interactions with national and international university and industrial bases as related to acquisition strategies.
You will serve as a Leader in the execution on complex contracting matters relating to acquisition, focusing on HM and E execution with an emphasis on acquisition cost and schedule planning for systems engineering programs.
You will be responsible for contractual risk management strategy and provide leadership to the individual technical managers.
You will formulate, develop and manage the Division's acquisition plan for ships and ship systems in support of achieving programmatic objectives.
You will plan, direct and execute complex and significant work of marked difficulty; resolves difficult and precedents setting problems.
You will plan, organize and follows through with technical assignments involving the substance of key Division programs/projects.
You will perform investigations and Programmatic assessments for the Department in matters relating to engineering contracts, capabilities, resources, and processes.
You will author/deliver briefs or special studies in response to emergent requests for information relating to acquisition.
You will organize teams, as required, for the gathering of data and development of alternative solutions to difficult and complex acquisitions.
You will provide contract guidance to department management and personnel and serves as the focal point for external information requests or data calls, as required.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing and implementing acquisition and contracting management strategies and providing guidance and recommendations for improvement to supporting processes and policies.
