You will serve as a senior Program Manager of the NSWCPD Amphibious Warfare Surface Ship Platforms Programs in the Amphibious, Auxiliary, and Sealift Acquisition Branch (Code 224), Platforms Division (Code 22), Machinery Programs and Platforms Department (Code 20), Naval Surface Warfare Center Philadelphia Division (NSWCPD) (NSWC PHILA DIV)
Duties
You will serve as the Naval Working Capital Fund Program Manager with oversight of a group of related projects, subsidiary programs, program activities and operations, in a coordinated manner typically aligned to a program office and platform.
You will manage program and organizational relationships, interface and customer advocacy, both Sponsor and Internal Interfaces.
You will quantify, define and manage program expectations, scope and requirements.
You will conduct workload forecasting, participate in workload and technical capabilities planning.
You will perform project task planning coordination, work acceptance and assignment.
You will be responsible for program integration, including informing project schedules of program milestone and identifying shortfalls or duplication of project resources, budget, requirements and/or scope.
You will plan Strategic and out-year task and resources.
You will engage with project level oversight such that meaningful cost, schedule, and performance discussions can occur.
You will be responsible for program level Budgeting and execution oversight (Fiscal year based, follow-on year and out-years/FYDP).

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing program evaluation to plan, monitor, and oversee objectives that ensure compliance, execution and integration of processes and procedures to manage a Working Capital Fund Program.
