This position is located in the Drug Enforcement Administration (DEA), Financial Management Division. This position(s) primary purpose is to support the Financial Management Division which is responsible for advising components of DEA on manpower and staffing issues; developing staffing guidelines for headquarters, field, field support, and overseas organizational elements.

As a your typical work assignments may include: Provides leadership and direction of all FRMP activities and projects, reviews employees' work, and advises them on work-related matters. Plans, organizes, coordinates, controls, and evaluates the activities of FRM's Organizational Analysis and Policy Unit; in addition to directing a program segment that performs a variety of diverse programs and/or services that are professional, technical, and/or administrative in nature. Provides expert advice involving Table of Organization (TO), reorganization design and planning, human capital issues to senior leadership. Leads and oversees implementation of agency personnel management and associated goals and objectives in support of organizational initiatives, directives, and goals with respect to policy.

Qualifications

Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience for this position includes: You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: Managing the business operations activities and functions of an office and related to at least two of the following programs: Administrative Support Services, Human Resource Management, Inspections and Internal Controls, Security, Logistics, and Task Force Management Planning, to include tracking and reporting on accomplishments of program, goals and milestones that determine program efficiency. Providing technical direction to subordinate employees on work to be accomplished. Resolving complex and highly controversial issues and problems Assessing efficiency of the programs through studies, data collection and data analysis. Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: LeadershipPlanning and EvaluatingProblem SolvingProgram Management Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
