You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC) in the Operations Support Division of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will serve as a Division Deputy for Operations providing Uncrewed Underwater/Surface/Ground/Aerial System (UxS) Operations Support. You will be responsible for operational and technical support to four Branch Heads who manage large, diverse, multi-skill set technical teams with demanding schedules and challenging, complex technical requirements. You will be responsible for staffing, training, and development of all Division members including the Technical Branch Heads, to support the delivery of UxS systems and services. You will provide support to the Division Head, Department Deputy for Operations, Branch Heads, and the Business and Financial Manager to resolve staffing, facilities, information technology, security, process, and project issues.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final top secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This is a Cyberspace Workforce position, work role code 661, proficiency level intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Responsible for operational and technical support to four Branch Heads who manage large, diverse, multi-skill set technical teams with demanding schedules and challenging, complex technical requirements. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provide technical and career guidance including establishing training plans; recommending awards and promotions; and resolving work problems. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Advise on procedures, policies and instructions effecting Division operations, communicating changes and updates with Division leadership. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Provide support to the Division Head, Department Deputy for Operations, Branch Heads, and the Business and Financial Manager to resolve staffing, facilities, information technology, security, process, and project issues. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector in assisting with providing research, analysis, systems engineering, design, development, and/or test and evaluation using innovative methods to ensure state of- the-art underwater surveillance systems are delivered to Department of Navy (DoN) and Intelligence Communities (IC) programs.
