Duties

This job opportunity announcement will be used to fill vacancies at the Dam Safety Office and Asset Management Division. Develops and implements program procedures, provides leadership for program coordination and efficiency, and presents alternative approaches to diverse groups. Identifies program improvements, leads teams to update procedures, policies, and guidelines. Collaborates with Public Affairs to create program information, serves as the public and congressional point of contact, and coordinates with Congressional Affairs for briefings. Serves as primary advisor. Develops and implements strategic plans to achieve program objectives. Assesses program performance, monitors operational efficiencies, and makes necessary adjustments. Works with team members to establish a process for reviews, assessments, and reporting of findings. Consults with key managers and stakeholders to ensure comprehensive consideration of resource use and distribution. Handles budget requests and justifications for program activities, prepares and reviews legislation and correspondence, and coordinates responses. This role involves oral and written communication to foster relationships, trust, and a collaborative environment. Conducts briefings for senior management and higher-level leadership on various programs and represents the organization in presentations to large stakeholder groups and the public. Serves as the program primary point of contact for the public. Develops and implements Reclamation's Strategic Asset Management Plan (SAMP). (this duty specific to the Asset Management Division)

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12, you must possess: one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience supporting multi-disciplinary teams; participating in interpreting policy or guidelines for a program; identifying metrics and using that information to identify program improvements and monitoring the effectiveness of a program; developing budget requests; and supporting communication of program changes and issues to internal and external stakeholders. To qualify at the GS-13, you must possess: one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience leading multi-disciplinary teams; developing policy or guidelines for a program; identifying metrics and using that information to identify program improvements and monitoring the effectiveness of a program; developing programmatic budget requests for the Congress; and communicating program changes and issues to internal and external stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 04/22/2024.
