You will serve as a FACILITIES SUPPORT CONTRACTS MANAGER AND PERFORMANCE ASSESSMENT REPRESENTATIVE in the Public Works Department of MARINE CORPS AIR STN CAMP PEN.
Duties
You will serve as the Facility Support Contracts Manager (FSCM), providing coordination of recurring facility maintenance, preventative maintenance, emergency services, facility services and minor construction.
You will prepare contract specifications and project packages to include planning and estimating for task orders and delivery orders.
You will work with FSC contractors and thier represenatatives to solve problems relative to technical specifications, drawings, contract work requirements, contract interpretation, and contractor responsibilities for performance of the work.
You will oversee the general administration and surveillance of all facility support contracts.
You will be responsible for the development of technical specifications and independent government estimates for all support contract work.
You will prepare performance assessment plancs, prepare staffing study of performance asessment administration requirements and develop draft contract specifications.
You will conduct pre-proposal site visits and assessment and will take part in pre-proposal conferences.
You will perform onsite in-process assement of facilities service contracts to observe wok and methods employed to assure compliance with drawings/blueprints and specifications.
You will document contractor quality performance, identifying and documenting deficiencies and furnishing proof with physical data, diagrams and photographs of deficiencies.
You will prepare daily reports and maintain all records of facility support contracts.
Requirements

- You will be required to successfully complete a pre-appointment physical examination.
- You are required to possess and maintain a current valid United States driver’s license.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating recurring and preventative facility maintenance, emergency services, facility services and minor construction, preparing and reviewing contract specifications, estimates and project packages, and evaluating contractor performance on facility service contracts.

Education
In lieu of specialized experience, applicants can qualify for this position through education. To qualify based on education you must possess:
Major area of study -- engineering, industrial arts, property management, or business administration.
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
Applicant can also qualify through a combinaton of education and experience which when combined equal 100%.
