You will serve as a Supervisory Financial Management Analyst of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will review and interpret guidance published by Congress, OMB, OSD, ASN FMC, etc. to establish guidance for Headquarters and Regional Base Commanders worldwide. You will work with Excel, PowerPoint and Word and have the ability to manipulate extensive spreadsheets using Excel Pivot Tables, subtotals, and other advanced features. You will have the ability to develop program and deadline notational/actual schedules, anticipate problems and resolve before they escalate.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery of the concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels; Analyzing national level programs; exceptionally large and complete programs, developing, recommending and implementing budgetary/financial policies; Interpreting, assessing and projecting potential impact of new/revised Congressional legislation. Developing and/or rendering authoritative interpretations of executive orders, OMB guidance within and across agency lines and Departmental guidance.
