This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a Senior Program Analyst in a project office with complete delegated responsibility for managing a major portion of the program financial management and review and analysis functions.
Duties
Prepares, coordinates, and provides input to special and recurring reports covering all aspects of the weapon system review and analysis program, as required, by project management and higher echelons.
Reviews and integrates programs and budgets by identifying apparent conflicts, overlap of functions, analyzing problem areas, and making recommendations for revisions to plans, programs, and budgets.
Ensures budget data are consistent with provisions of agreements.
Prepares technical and budgetary narrative impact statements resulting from changes in program guidance.
Prepares documents and reports, coordinates and resolves conflicting issues; recommends alternative solutions to unusual problems; and makes changes and corrections in the tracker to eliminate discrepancies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- A one-year probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty.
- Temporary Duty Travel may be required up to 25% of the time.

Specialized Experience: One year of experience which includes: 1) Coordinating financial management programs to assure availability of resources to meet established milestones for development and fielding of weapon systems; 2) Translating program estimates/budgets through statistical reports and presentations; and 3) Analyzing and reconciling financial transactions issues.
This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
