The position is responsible for supporting executive leadership in coordinating, planning, implementing, and monitoring activities to ensure effective leadership engagement in high reliability efforts, facilitate a robust patient safety program, drive a culture of safety within the organization, and sustain continuous process improvement efforts. This position will work directly with the facility HRO Coordinator in an effort to advance along the full implementation of High Reliability.

Duties

Conduct analytical studies on particular operational processes, issue topics, or related special projects. Utilize a mastery of quantitative and qualitative analysis skills in conducting difficult and complex studies involving various operational plans including those directed by the USH. Review and react to proposed legislation and/or regulation changes that impact the HRO journey in order to understand and anticipate the impact and respond accordingly. Work in partnership with the National Center for Patient Safety, Office of Systems Redesign and Improvement, Quality Manager, Patient Safety Managers, Systems Redesign (Improvement) Coordinator and Nursing leadership to ensure planning, coordinating, tracking, reporting and communicating objectives to the various stakeholders both external and internal to VA. Participate in high level, multi-functional transition teams to oversee the accomplishment of long-term transition or other implementation plans (three to six years) for all strategic reorganization efforts. Monitor and develop milestones for assigned portion of the execution of organizational plans, particularly those requiring physical relocation of personnel, work, and equipment. Communicate with responsible VHACO, VISN and Medical Center staff members to ensure completion of all requested actions and appropriately closes out all requests. Work closely with VHACO, VISN, and Medical Center senior management and others in implementing and evaluating policies, plans, internal and national operational systems such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows. Responsible for education of staff at all levels of the High Reliability Program to include Clinical Team Training, HRO 101, HRO 201, Just Culture, Supervisor Sessions, Facility Forums, to include other trainings for QSV as needed. Support and facilitates education and communication to engage front line staff in understanding the program concepts and tools as well as their application to improve patient and staff experience. Communicate orally and in writing about complex clinical and non-clinical matters with individuals with varying levels of understanding and authority. Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods. Ability to independently investigate complex issues, analyze problems, and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the healthcare delivery system. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience includes: conducts analytical studies on operational processes, uses quantitative and qualitative analysis to conduct complex studies, review and react to proposed legislation and/or regulations, works in partnership with the National Center for Patient Safety, Office of Systems Redesign and Improvement Quality manager, communicates with various medical center staff, educating all staff on High Reliability Program, teaching, training, researching, ability to investigate complex issues. Knowledge of health care service administration, continuous quality improvement; data analysis; healthcare principles, theories and practices; budgeting, planning, administration, and labor/union relationships, or other key administrative support functions; sufficient to analyze and evaluate broad and difficult problems, apply extensive qualitative and/or quantitative methods for program improvement, make recommendations for complicated solutions; and the related ability to apply health care management principles to complex problem-solving situations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one year of full-time graduate education. (TRANSCRIPT REQUIRED) You will be rated on the following Competencies for this position: Communication Organizational Performance Improvement Education and Training Analysis and Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
