Serves as the Commissary Career Program Manager at the Defense Commissary Agency (DeCA) Headquarters, Fort Gregg-Adams VA, in the Human Resources Directorate, Staffing and Classification Division. Provides advice and assistance to DeCA leadership, the commissary stores, and the Headquarters Directorates.
Duties
The incumbent of this position manages a career program and advises on program requirements..
Classifies all DeCA commissary unique positions as well as all other positions at DeCA Headquarters and Commissary Support Groups.
Develops policies, procedures and directives for DeCA staffing related programs, including the Merit Staffing Plan.
Serves as a member on working groups related to staffing and recruitment.
Participates in college engagement events and attends in-person/virtual career fairs to find prospective candidates to fill DeCA positions.

Qualifications

Experience: One (1) year of specialized experience equivalent to the GS-12 level by the closing date of this announcement. Education may not be substituted for specialized experience.
Examples of Specialized experience:
Providing advice and guidance on recruitment flexibilities to include Direct Hire Authorities, Recruitment, Relocation, Retentions (3RS) incentives, Student Loan Repayment, Superior Qualifications, etc.
Serving as a career program manager by providing recruitment support to leadership and tracking interns/employees in a specific career field.
Developing civilian HR program policies, procedures and directives.
Knowledge of position management, applying OPM classification standards in order to classify positions and conduct desk audits.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Physical requirements: Work is primarily sedentary, requiring no special physical demands or effort. The work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite..
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-13: You must have 52 weeks of Federal service at or equivalent to GS-12.
Time after competitive appointment.
