The primary purpose of this position is: To serve as a Life-Cycle Program Manager, focusing on project consultation, strategic planning, and resource allocation essential for meeting instructional course needs. Responsible for coordinating and managing various processes and functions related to IT, facilities, and service projects.
Duties
Plan, review, evaluate, and manage total support requirements for newly developed courses, course revisions, and future.
Prepares, documents, and reviews the technical and economic data to support the acquisition of instructional systems, devices, facilities, and services.
Participates in system acquisition activities related to trainers, simulators, training aids, and the gathering of technical data to identify and formulate alternative solutions for resource and requirement challenges.
Participate in the review and coordination procedures of the 37 Training Group Support Agreements Program, collaborating closely with the Support Agreements Manager and the Functional Area Agreement Coordinator in accordance with AFI 25-201.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, in the Federal service (obtained either in the private or public sectors) performing the following: (1) applying a wide range of concepts, laws, policies, practices, analytical, and diagnostic methods, and techniques sufficient to solve complex, interrelated problems and issues, and provide comprehensive management advisory and technical services on substantive organizational functions and work practices; (2) providing analysis of the activities and purpose of functional support personnel and coordinates such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction; (3) gathering and analyzing a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors; (4) proficiency in administrative and organizational principles and practices of Support Squadron, Protocol and Public Affairs program policies and objectives.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to a Ph.D. degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of training resources programs, principles, policies, and processes, and the ability to work within technical training principles, practices, techniques, and policies; knowledge of training administration, policies, and procedures.
2. Knowledge of CE-related procedures and processes, i.e. Facility Panel/Board (FB), Facilities Sustainment, restoration, and Modernization (FSRM), Base Comprehensive Asset Management Plan (BCAMP), Integrate Priority List (IPL), Military Construction (MILCON), Unspecified Minor Military Construction (UMMC), etc.
3. Knowledge of automated data processing concepts and system capabilities; skill in gathering, assembling, and analyzing sources of information for compiling into reports; analyze, to evaluate, and to accomplish special training studies and projects.
4. Working knowledge of the procedures for preparing solicitation documents necessary to satisfy operational requirements; analyze problems and to develop timely and economical solutions.
5. Ability to establish program objectives and to assess progress toward their achievement; skill in relating resources requirements to the mission, structure, goals, work processes, and programs of support activities/organizations.
6. Ability to effectively communicate orally and in writing; work harmoniously with all levels of personnel within the component.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
