You will serve as a PROGRAM ANALYST in the CONTRACT MANAGEMENT BRANCH of CDR NAVY EXPEDITIONARY COMBAT COMMAND.

Duties

You will advise and offer financial recommendations on contractual alternatives and processes. You will perform functions associated with any phase or system of contract management financial accounting, including formulating budgets and estimates to support plans, programs, and activities. You will present and defend budget estimates to higher authorities. You will review and evaluate budget information associated with contract administration, control, and reporting obligations and expenditures. You will provide advice on effective and efficient methods for contract acquisition management and tracking associated funds to support the organization's contract requirements. You will assure obligations incurred and the resulting expenditures of funds are kept within the bounds of the contract, existing laws, and regulations. You will determine and develop funding documents, coordinate funding source with the Comptroller Financial Analyst, and ensure proper submission and tracking of associated funding into authoritative databases. You will gather financial information on current contract programs to validate and reconcile contractor's monthly budget and expenditure reports with the official accounting records. You will monitor NECC and echelon 4 command’s compliance of the Fleet Forces CVP action and remediation plan to correct gaps in order to maintain an audit ready state. You will meet the Financial Improvement and Audit Readiness (FIAR) objectives. You will develop performance-based work statements, related Performance Requirements Summaries, Quality Assurance Surveillance Plans and Independent Government Cost Estimates. You will provide expert technical advice to ensure proposals are evaluated and documented in accordance with the solicitation and source selection plan. You will advise on the contractual alternatives and processes to be considered in development of near and long-term acquisition strategies associated with contract requirements from across the NECC Force. You will participate in the development and refinement of NECC Force business and contracting processes and internal policies. You will provide assistance to subordinate commands in the development of infrastructure and tools to support effective contract management processes and inspections.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires a Program Management, Practitioner acquisition certification. The incumbent has 60 months to achieve this certification.

Qualifications

To qualify for the Information PROGRAM ANALYST, GS-0343-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience monitoring and validating the various financial events recorded on funding documents using Standard Accounting, Budgeting, and Reporting System (SABRS), Procurement Integrated Enterprise Environment (PIEE), Electronic Document Access (EDA), NAVSUP One Touch, and other existing automated contractual and financial systems. Extensive experience utilizing the Procurement Integrated Enterprise Environment (PIEE) and contract management modules. Extensive experience tracking contract funding from commitment through obligation and expenditure to recoupment of unliquidated funds. Experience ensuring budget development adheres to legal and regulatory controls over the apportionment, allotment, allocation, obligation, and expenditure of funds policies, procedures, practices, and other similar guidelines. Experience as the Group Administrator for Wide Area Workflow (WAWF) implementing the requirements mandated by the business office regarding system access and user profile maintenance. Experience validating and reconciling contractor's monthly budget and expenditure reports with the official accounting records. Experience reviewing Force service contract requirements submitted through the NECC Service Requirements Review Board (SRRB) process for completeness or rejects them with corrective action. Experience serving as a Contracting Officer's Representative (COR) or contract Technical Assistant (TA) or serving as a Contract Administrator/Manager and participating in the development and execution of contract management training and inspections.
