You will serve as a MANAGEMENT AND PROGRAM ANALYST (CONTRACTS LIAISON) in the Logistics Department (N4) of NAVAL SPECIAL WARFARE GROUP EIGHT.

Duties

You will be the sole technical expert and Naval Special Warfare Group EIGHT (NSWG-8) project coordinator for complex contracted efforts. You will work closely with the Contracts Department (N01C) of Naval Special Warfare Command to ensure NSWG-8 requirements are captured through a range of acquisition. You will analyze annual utilization and recommend contract changes aimed at improving service and reducing contract cost for the NSWG-8 enterprise. You will ensure that all required documentation is provided for the effective development of requirements into executable contract packages. You will analyze NSWG-8 workload to develop strategic buying initiatives across NSWG-8 enterprise.

• This a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification and must obtain certification within 36 months of employment in accordance with DoD Instruction 5000.66.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position is subject to random counterintelligence scope polygraph examinations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing technical documentation and forecasting contract plans, performing lifecycle contracting processes to include the preparation of reports on contractors' performance, recommended payment, and validating contractor claims AND acquisition management in developing and refining support agreements and incorporating new developments.
