You will serve as a MANAGEMENT AND PROGRAM ANALYST (CONTRACT LIAISON) in the LOGISTICS DEPARTMENT (N4) of NAVAL SPECIAL WARFARE GROUP EIGHT.

Duties

You will begin analyze annual utilization and recommends contract changes aimed at improving service and reducing contract cost for the Naval Special Warfare Group EIGHT (NSWG-8) enterprise. You will serve as a member of technical evaluation board or source selection board at the request of Naval Special Warfare Command (WARCOM) N01C for impartiality or subject matter expert input. You will be responsible for all cost review analysis, studies, and projects where financial data facts are collected and analyzed to provide specific cost information for current and future contracted requirements. You will analyze NSWG-8 workload to develop strategic buying initiatives across NSWG-8 enterprise. You will assist with the planning, organizing, and directing of activities to ensure objectives are met and areas of emphasis are achieved. You will assist management in reviewing program goals and objectives, analyzes output, and recommends adjustments as warranted to achieve improved performance.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is subject to random counterintelligence scope polygraph examinations.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete data analytics, advanced Microsoft Office, SharePoint Admin, SCRUM, Design Think and/or other training as directed in the performance of duties.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing technical documentation and forecasting contract plans, performing lifecycle contracting processes to include the preparation of reports on contractors' performance, recommended payment, and validating contractor claims AND acquisition management in developing and refining support agreements and incorporating new developments.
