About the Position: Serves as the Security Assistance (SA) and International Programs Management Specialist and Branch Chief for the STARE Project Office on Redstone Arsenal.
This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.
Duties
Provides continuing staff and technical management, coordination, and monitoring of SA program accomplishments.
Identifies major issues and crucial aspects which may impede or preclude program accomplishment and develops effective solutions.
Coordinates user requirements for government furnished equipment with contractors and other government agencies to support the SA programs.
Recognized as technical authority in the development and/or interpretation of guidance on the broad rules and regulations applicable to dealing with FMS customers.
Participates with the personnel office in conducting position management surveys; ensures that an efficient and economical position structure is established that will provide career and promotional opportunities and skills.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to acquire and maintain a SECRET clearance.
- This position requires pre-employment financial disclosure OGE 450 upon entering the position and annually thereafter.
- Temporary duty travel (TDY) up to 30% required.
- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 60 months of entrance on duty.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This is a Critical Acquistion Position. 4 years of acquisition experience are required.
- A one-year probationary period may be required.

Specialized Experience: I have one year of specialized experience which includes: 1) Staff level expertise and managerial oversight for the security assistance (SA) aspects of the weapon system; 2) Exercising direct managerial coordination over the foreign military sales (FMS) activity; 3) Developing applications to specific FMS customers with broad acquisition system requirements; and 4) Delivering proficient advice concerning regulations and/or procedures for export of technology as contained in the Arms Export Control Act.
This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
