Duties
Serves as the Assistant Installation Deployment Officer (IDO).
Serves as the Joint Base San Antonio focal point for all matters pertaining to logistics plans.
Performs supervisory duties and responsibilities, planning, scheduling, assigning, and directing the work of military and civilian personnel assigned to the Plans and Integration Office.
Performs other duties as assigned.

- Must have or be able to obtain and maintain a secret security clearance.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Incumbent may be required to make frequent Temporary Duty (TDY) trips as directed within and outside the serviced region, traveling when, where and by whatever means management determines to be the most efficient and cost effective.
- Performs other related duties as assigned and acts in the absence of others assigned to the organization.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. Overtime time may be required during peak workload periods.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of logistics, mission requirements and support capabilities, to develop and implement logistics plans, policies, and procedures and to manage the deployment program, including Installation Deployment Officer (IDO) responsibilities. Thorough knowledge of logistics planning techniques in functional areas of supply, transportation, contracting, and training services, and operational concepts of material support activities to develop, evaluate, and implement plans, policies, and procedures of the overall logistics program. Knowledge and skill required in applying analytical and evaluative methods and techniques when reviewing current and future program changes, preparing logistical. Studies, analyzing effectiveness of deployment training and exercises, and evaluating current operations to determine adequacy of logistics plans, policies, and procedures.

EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of structure, programs, and work methods of organization(s) for planning work; a detailed, intensive knowledge of commonly used agency procedures, regulations, precedents, policies. and guides; and the types and sources of information available and ability to provide accurate input for a variety of miscellaneous documents.
Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control.
Skill to perform job-associated tasks, whether they require technical, professional, supervisory, managerial, or physical skills, i.e., basic computer and software applications. copier, fax machine. typewriter, and other common office equipment.
Ability to effectively plan and organize work; think logically and apply analytical methods/techniques to all aspects of logistics plans work; to devise effective solutions to problems; identify effective methods and procedures for accomplishing objectives; and, properly follow or implement management procedures, directives. regulations, or technical orders.
Ability to communicate clearly and effectively both orally and in writing. and ability to understand and follow oral or written instructions easily. and adapt to the demands of new situations.
Ability to maintain effective working relationships with fellow workers, supervisors, and subordinates. Ability to work independently with little supervision, carry out and complete tasks involving deployments, agreements, and other plans issues effectively, and in a timely manner.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
