This developmental position, located in the Office of the Chief / Associate Chief of Staff (ACOS), Saginaw VA Medical Center, Saginaw MI, composes a career ladder structure to the full performance level of Program Support Assistant, GS-0303-06. The primary purpose of this position is to a wide variety of programmatic, clerical, and technical support to Diagnostic Imagining Service.

Duties

Major duties of this position will include, but are not limited to: Program Support (60%)] Coordinates the Quality Control Program for the ACOS, which includes the compilation of quality assurance information for the Transfusion Committee. Review of patient charts required information based on the Medical Center's Transfusion Criteria. The information is correlated and organized for the Blood Bank Technologist. Coordinates and maintains the reporting of Medical Center Autopsy Data which involves the review of patient charts for pertinent data needed for the VISN. Maintains accurate budget records, coordinated with Supply and Fiscal records, and bringing to the attention of the Budget Controller (ACOS) any out-of-line situations; collects and compiles statistical data to assist the Supervisor(s) with the preparation of the annual budget for the Medical Center Director. Patients with emergent or urgent medical needs must be provided care, or be scheduled to receive care as soon as practicable, independent of service-connected (SC status and whether care is purchased or provided directly by the VA. A wait list for hospice or palliative care must not be maintained, VHA must offer to provide, or purchase needed hospice or palliative care services without delay. Schedules appointments in accordance with current guidelines, assuring that patients that are 50% or more service connected, OEF/OIF, or appointments for a service-connected condition are scheduled within 30 days of the desired appointment date specified by the patient or clinician, or added to the Electronic Wait List (EWL) if no appointment slots are available. Communication with Service Chief(s) is vital to alert them of unavailability to schedule within 30 days for the above stated categories of veterans. Non-service connected veterans are scheduled within 120 days, or added to the EWL if no appointment slots are available. *Note: When it is unclear whether the care requested relates to the SC condition, the assumption is to be made that the patient is entitled to priority access. For cases that are unclear, the administrative staff is encouraged to consult with the Primary Care Provider or member of the clinical team. Clerical Support (40%) Receives telephone calls and visitors, referring to the ACOS and other staff members only those requiring their personal attention, frequently taking personal of requests for information (such as: what tests are available, which tests are performed in-house or sent out, how to order tests, what computer code is for attest, if any special preparations are needed, taking verbal orders for tests to be performed, giving of results to tests performed if not available in the computer, etc.). Receives and reads all incoming mail, determining which items should be referred to the ACOS or other staff members, responding directly to routine requests and inquiries of a non-technical nature. Receives and reviews all regulations directives, guidance on memoranda on administrative functions. Interprets and determines the extent to which the Department is affected and advises the ACOS. Establishes and maintains a filing system for department files assuring the confidentiality of sensitive information. The incumbent is also responsible for implementing and maintaining office control systems, such as those for the location, arrangement, access to, and use of office files, and for maintenance, transfer, and disposition of records. Composes correspondence and narrative reports form rough drafts, notes, records, general verbal indications of desired content and effectiveness, concerning the administrative activities of the Service ensuring correct grammar, spelling, punctuation, and conformance to Agency guidelines; reviews, edits, updates all procedure manuals and policies ensuring required deadlines are met. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. You may qualify based on your experience as described below: For the Grade 6: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating a variety of correspondence in proper formats using word processing programs; maintaining manual and electronic calendars to add, delete, or change meetings; serving as a receptionist or point-of-contact for an office; performing data entry into an automated timekeeping system; and establishing and maintaining effective working relationship with patients, relatives, and hospital staff; possessing good communication skills, and exhibiting a high skill level in oral communication techniques. For the Grade 7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of VHA, VISN and Medical Center rules, regulations and policies; Receives and reads all incoming mail, determining which items should be disseminated among staff within the department, responding directly to routine requests and inquiries of a non-technical nature; Skill in the use of a variety of computer software such as Microsoft Word, Excel, Power Point and other software applications; and Managing a fast-paced office to include, establishing priorities, set up, reschedule appointments; Use own initiative to follow-up on action items and time-sensitive issues with appropriate staff members. You will be rated on the following Competencies for this position: Clerical Manages and Organizes Information Communications Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary, however some standing, walking, pushing, and reaching. Finger dexterity and hand/eye coordination required to manipulate computers and printers. May lift or otherwise assists other personnel in positioning under/on top of laboratory counters or in instrument cabinets the supply items, some of which can weigh more than 45 pounds. Ability to effectively communicate both verbally and in writing; ability to operate computers and other equipment.
