About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Resource Management, , Program and Budget Section, Agana Heights, Guam.
Duties
Maintain traveler profiles, create, and maintain lines of accounting and budget shells, and provides first line helpdesk support.
Serve as the DTS Debt Management Monitor (DMM) and Compliance Tool Administrator for DTS with the responsibilities to initiate debt collection.
As the Compliance Tool Administrator, monitors DTS vouchers and check them for policy compliance to minimize improper travel claims.
Create monthly DTS reports to ensure obligations and disbursements are properly reconciled.
Create and update routing lists, assigns roles and permission levels, and maintains traveler profiles.
Serve as the command's Government Travel Charge Card (GTCC), Agency Program Coordinator (APC) providing support to organizations.
Review and research 100% of total monthly usage of account holders' government travel credit cards to ensure compliance with Army regulations.
Generate various reports, such as delinquency report, IBA Aging Analysis Report, Account Activity Report to monitor card usage.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position; incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on
occupational risk, regardless of job series.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance
with Army Regulation 40-562, Chapters 3 and 4.
- A job offer to an applicant who is not a current employee subject to this requirement will be withdrawn if the candidate refuses to undergo
immunization screening.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Appointment to this position may be subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This is a mission essential position.
- Due to the nature of this position, employees may be required to work both planned and unscheduled overtime.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes reviewing travel requests for compliance with statutory, regulatory, and/or command policies, identifying and helping customers to correct travel deficiencies such as such as input errors, regulatory non-compliance, inaccurate guidance, and correctness of payment and accounting for public funds; and assisting with providing travel support training to managers/travelers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Finance, Accounting. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
