About the Position: This is a position with the Defense Health Agency, Naval Hospital, Directorate of Resource Managment, Financial Managment, Agana Heights Guam.
Duties
Serves as the Uniform Business Office (UBO) Manager for Medical Treatment Facility (MTF).
Responsible for solving difficult and complex problems in the areas of Medical Services Account (MSA), Third Party Collection Program (TPCP), and Medical Affirmative Claims (MAC) programs.
As a subject matter expert (SME) for MSA, TPCP and MACP programs, develops, implements, trains, evaluates, and affects improvements for the Uniform Business Office operations.
Establishes and implements procedures for collection of hospital charges for inpatient and outpatient services, meals, and other services provided to multiple categories of authorized beneficiaries.
Oversees the more complex Third-Party Collection and Medical Affirmative Claim bills.
Balances cash daily, accounts monthly, and validates ledgers monthly to ensure that accounts are closed out and balanced, and that proper dispositions of funds are made.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is required to work uncommon tours of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
- This position is subject to short notice recalls to duty during scheduled time off.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such IAW National Defense Authorization Act (NDAA) 2012, Public Law 112-81,Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
- A job offer to an applicant who is not a current employee subject to this requirement will be withdrawn if the candidate refuses to undergo immunization screening.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes utilizing office automation systems to extract information, input and maintain data for accounts payable and receivable; assisting in auditing accounts for payment or denials and prepare complex documents for collection of funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Finance, or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
