About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Resource Management, Agana Heights, Guam.
Incumbent serves as the senior liaison for the organization's internal control program, policy, and procedures, government travel, medical expense performance reporting system, accounting, and financial management.
Duties
Perform or advise on work in any of the phases or systems of budget administration.
Oversee the organization’s internal control program.
Direct the activities associated with the Finance Management Department's mission and function.
Maintain financial management systems for the organization.
Assist the Director for Resources Management and personnel committees with the implementation, distribution, and administration of resources and funds.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- You will be required to provide proof of U.S. Citizenship.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Required to be screened for and obtain necessary immunizations/vaccinations (hepatitis, influenza, etc.), unless exempted by a licensed physician.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

Specialized Experience: One year of specialized experience which includes managing financial management systems, developing long term budget or funding requirements for an organization, and analyzing financial documents to identify trends and predictive factors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
