About the Position: This position is wiht the Defense Health Agency, Naval Hospital, Directorate of Resource Management, Performance Analysis and Evaluation, Agana Heights, Guam.
Duties
Perform research and data analysis to ensure that the data entered into the system such as DMHRSi reflects an accurate picture of the MTF’s workload and labor costs.
Provide business case analysis and reporting to the MTF utilizing as systems such as Expense Assignment System (EAS).
Ensure the quality and accuracy of data inputs and outputs to and from DMHRSi Coordinates with clinics, operating officials, and supervisory personnel to ensure proper data collection.
Prepare, analyze, interpret and present human resources, financial and accounting data to leaders, managers, co-workers, internal and external customers.
Determines the source of threats, risks, and weaknesses in the organization's operations, such as lack of compliance, financial uncertainty, legal liabilities, strategic management errors, and/or accidents.
Gather, organize, analyze, interpret, and present statistical information to Management.
Track manpower, personnel, education and training, labor cost assignment and readiness utilizing DMHRSi.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position may be subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated IAQ the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
- A job offer to an applicant who is not a current employee subject to this requirement will be withdrawn if the candidate refuses to undergo immunization screening.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes: assisting with analyzing financial management data in order to provide advice for management decision-making; assisting in evaluating financial management data bases for compliance and provide recommendations; and maintaining financial data in automated financial systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Finance, Accounting. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
