About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Resource Management, Financial Management Divison, Agana Heights, Guam.

Duties

The primary purpose of this position is to serve as Uniform Business Office (UBO) Manager for U.S. Naval Hospital Guam). The incumbent is responsible for solving difficult and complex problems in the areas of Medical Services Account (MSA), Third Party Collection Program (TPCP), and Medical Affirmative Claims (MAC) programs. As a subject matter expert, develops, implements, trains, evaluates, and effects improvements for the Uniform Business Office operations. Plans and oversees the Uniform Business Office work operations. Provides daily technical and administrative supervision of office personnel. Establishes and implements procedures for collection of hospital charges for inpatient and outpatient services, meals, and other services provided to multiple categories of authorized beneficiaries. Researches regulations, directives, and other pertinent sources to analyze and recommend changes to the program. Oversees the more complex Third Party Collection and Medical Affirmative Claim bills.

Requirements

  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Position requires the incumbent to submit a Financial Disclosure Statement, OGE- 450 (5 CFR2634, subpart I USOGE, 6/08), upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • This position requires a Criminal Background Check
  • Position requires that the incumbent obtain and maintain the Financial Management Level 2 Certification in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81,
  • Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599dwithin 365 days from the date of hire.
  • The employee may be required to work overtime to include weekends and federal holidays, out of cycle, or unscheduled training or on an emergency basis.
  • The incumbent will be required to assume essential personnel status during inclement weather/emergencies. Mission Essential position.
  • The employee may be recalled to duty from scheduled time off.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires the incumbent to work on an intermittent or unscheduled, on-call basis.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Finance, or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: AccountingAccounting OperationsControl of FundsLeadershipWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
