Duties
Advisor and focal point for matters related to contract surveillance of deliverable software requirements, computer program requirements, design, coding, and software testing for embedded real time software systems being procured.
Applies substantial knowledge of software development principles, practices and methodologies to evaluate adequacy of supplier software engineering program to achieve contractual design and development requirement objectives.
Utilize software tools and databases for contract information, software resource estimating, logging activities, return on investment calculations and cost monitoring.
Provides expert level advice to government and contract personnel on the adequacy and maturity of software engineering processes being applied on software intensive defense systems.
Evaluates contractor performance and engineering approaches or technical adequacy, compatibility with program objectives, satisfaction of contractual requirement.
Serves as a Senior Technical advisor and provides technical support in areas such as Software Systems and Software Safety Engineering.
Provide technical support in areas such as Software Measurement Programs, Cost Estimation, Software Security and Software oriented Earned Value Management System.
Provides technical recommendations and guidance to the procurement commands and CMO personnel.

Qualifications
To qualify for an IT Specialist (APPSW), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Senior Information Technology Specialist and is acknowledged as a Subject Matter Expert, advisor and focal point for matters related to contract surveillance of deliverable software requirements, computer program requirements, design, coding, and software testing for embedded real time software systems being procured.
Conducting systems surveillance including research, design, development, test and production.
Monitoring contractor management systems.
Providing technical recommendations on substantive changes in any of the above areas.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
