Duties

The primary purpose of this position is: To serve as Deputy Chief sharing with the Division Chief the full scope of responsibility for directing the activities of the Division, applying Air Force Command, Air Force, and DoD wide mission objectives. Applying Air Force military rated aviator experience, works with the Division Chief in planning, organizing, and overseeing the activities of the Division. Participates with the Division Chief in the exercise of supervisory personnel management responsibilities. Performs a broad range of highly complex and controversial qualitative and quantitative analysis of programs, policies and issues that have a major impact on operation training, the command flying hour program and CAF rated management.

  • Rated aviator experience (e.g., pilot, navigator) is critical to the successful completion of the work.
  • This is a supervisory position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a Centrally Managed position in the Operations career field.

Qualifications

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management of flight operations principles, concepts and methodologies, directives, procedures, guidance and policy. Knowledge of and skill in the application of Air Force rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management of flight operations principles, concepts and methodologies, directives, procedures, guidance and policy. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or conduct studies/evaluations to determine flight training priorities and publish updated flight training documents. Ability to plan, organize, and direct the functions and supervise, mentors, motivate, and appraise the staff of an organization through subordinate supervisors. Knowledge of airpower program goal and objectives. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Knowledge of and sill in the application of Air force rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
