About the Position: This Program Manager (Deputy Project Manager Acquisition) position is assigned to the Program Executive Officer, Intelligence Electronic Warfare & Sensors, Project Manager Electronic Warfare and Cyber, located at Aberdeen Proving Ground, Maryland.

Duties

Serves as a Supervisory Deputy Project Manager (DPM) and responsible management official providing overall direction and guidance for the development, acquisition, testing, product improvements, fielding, and sustainment of assigned programs. Coordinate, integrate, lead, and directly control the efforts associated with assigned program. Utilize a high degree of managerial and technical knowledge as well as a thorough knowledge of functional activities and the defense acquisition process required for effective management of assigned programs. Oversees POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability, and oversight. Serves as advisor to officials with broader and higher responsibilities on status of project, progress made, projected plans, and problems. Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment, and product improvements with a multi-million-dollar annual budget. Communicates daily with the Program Manager on all issues impacting program goals and mission objectives, with special emphasis on human resources, budget, contracts, product support, and the chief technical office. Engages higher headquarters and external stakeholders weekly on matters affecting program execution. Attends significant organizational meetings covering program issues and provides verbal and written communications to the Program Manager and Senior Army Leaders.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Advanced certification in the Acquisition Career Field Program Management within 48 months of entrance on duty.
  • Selectee must be able to obtain and maintain a Top Secret security clearance.
  • This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Business travel required up to 20% of the time.
  • One year supervisory probationary period may be required.
  • This position is a Critical Acquisition Position (CAP) and Key Leadership Position (KLP) and requires a 3-year tenure agreement. Must sign DD Form 2889 (CAP Service Agreement KLP) and execute, as a condition of employment, a written tenure agreement.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
