This position is located in the Office of Service Chief for Pathology and Laboratory Service at the Saginaw VA Medical Center, Saginaw Michigan.

Duties

Assists the Chief of Pathology and Laboratory and two other Supervisors within Pathology and Laboratory Service with the administrative management of the Pathology and Laboratory Service. Major duties include, but are not limited to: Managing human resources tasks, management of facilities and space, determining workload and budget. Oversees a full range of human resource requirements, including assisting with projecting staffing needs, developing and submitting personnel requests to the Position Management Committee, coordinating performance rating activities, changes in personnel utilization and overseeing personnel actions. Incumbent develops, evaluates, and modifies systems to achieve program goals and participates in the analysis and interpretation of workload and other data used in resource planning. Assist the Chief of Pathology and Laboratory Service and Associate Supervisors in developing and monitoring performance measures, quality improvement, and contracting and ordering activities. Serves as timekeeper for Pathology and Laboratory Service. These duties include maintaining the daily time and attendance records, as well as completing payroll system (VATAS) requirements. This position services as the liaison between clinical and professional staff on all administrative issues. Collects and analyzes all data with regards to access, performance standards and measures, clinical productivity. Decision Support System data, etc. Draws independent conclusions after thorough interpretation of the data. Brings areas of concern to the Chief of Pathology and Laboratory Service and Associate Supervisors, and top management, and suggests and implements solutions to solve problems creating access or other issues in the Pathology and Laboratory Service. Takes a leadership role in maintaining all current documents necessary to meet requirements of external reviews for the VA and the residency program, such as The Joint Commission, Office of Inspector General (OIG), and all other oversight bodies. Assures information is current, accurate and in compliance with regulatory Directives and guidelines. Provides information and reports upon request of the Chief of Pathology and Laboratory Service and Associate Supervisors. Determines methods for data collection to respond to requests and determines reporting formats. Drafts responses for the Chief of Pathology and Laboratory Service and Associate Supervisors regarding pertinent memoranda, procedures, policies, directives, grievances, and correspondence related to issues. Composes various documents, to include standard operating procedures (SOPs), policies, reports, memoranda, letters, etc. Assures that policies, directives, and all mandatory information are current and properly maintained and disseminated to all appropriate staff. Assists with the direction of the personnel management program for the service. Reviews, analyzes, and interprets incoming requests from staff, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency policies, budgetary constraints, and work priorities. Oversees personnel actions initiated in Pathology and Laboratory Service, assuring they are accurate. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For GS-9 you must have served 52 weeks at GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Time-in-Grade does not pertain to those applying with no federal service. Grade Determinations: GS-7: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in health services administration; Experience with writing reports; Experience preparing contracts; Experience in identifying problems and recommending solutions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or Superior Academic Achievement. You must submit your transcripts to show you meet education requirement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the next lowest grade level to qualify at the GS-7 level. GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience determining budgets; Experience with coordinating performance rating activities; Human resources experience with staffing needs; Experience in identifying and recommending methods of improving procedures and processes OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. You must submit your transcripts to show you meet the education requirements OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the next lowest grade level to qualify at the GS-9 level. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and most of the duties can be accomplished sitting comfortable while other require walking, standing, bending, and carrying light items such as papers and books.
