You will serve as Quality Assurance Specialist (Electronics) with the Supervisor of Shipbuilding, Conversion, and Repair (SUPSHIP). You can learn more about SUPSHIP at https://www.navsea.navy.mil/Home/SUPSHIP/ The duty station is Marinette, WI.

Duties

You will serve as a Quality Assurance Specialist for assigned systems and equipment. You will maintain familiarity with a variety of requirements and specifications such as contracts, build and performance specifications, functional, and detailed drawings. You will work with Commercial, Government and Military instructions, directives and Standard, regulatory Body Rules. Command, DoN, DoD and other applicable regulations and guidance. You will monitor the capability of the (ship) builder's processes, regularly audit their in-process execution, and inspects the final products produced. You will utilize specialized electronic databases, to provide detailed and retrievable documentation of all Quality and Performance aspects directly observed. You will prepare and monitor surveillance plans, and sampling criteria, for the fabrication, installation, activation, testing and trials of numerous shipboard systems. You will plan and apply QA methods and techniques to audit and monitor Contractor's QA system and processes. You will monitor production, waterfront, and storage facilities; industrial safety, fire, and security programs; and varied contractual personnel qualification programs. You will serve as a member of the Supervisor's MOCK INSURV Board, assessing the ship's readiness to operate during acceptance trials, providing assessment, and recommendations concerning delivery readiness, for vessels. You will serve as the primary Government representative for assigned areas, coordinating production, test, and oversight efforts.

  • Duties regularly require extended periods of walking, standing, climbing, or bending and are subjected to high levels of noise, and seasonal extremes of heat and/or cold common to the Marinette, WI region.
  • You will be required to perform occasional sea duty during the Sea Trials events all the physical hazards encountered on a ship at sea.
  • You may be exposed to pitching and rolling, water-slick decking, steep ladders with restricted head clearance, and noise at levels requiring hearing protection.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft or ships.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

There is a Basic Requirement to hold a GS-1910 position in the Federal Service. You must have the following: Education Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. In addition to meeting the Basic Requirement, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public using analytical ability combined with knowledge and application of assurance principles and techniques, and knowledge of shipboard/maritime control and electronic systems and equipment characteristics and the associated manufacturing, installation, maintenance, and/or repair processes and techniques to perform the following; 1) Assisting in performing, administering, or advising on work concerned with assuring the quality of products and/or services acquired and used. 2) Applying, various methods and techniques for investigating failure; analyzing cause; and planning and executing corrective action on the complex problems. 3) Reading and comprehending requirements and specifications such as contracts, build and performance specifications, functional, and/or detailed drawings. 4) Assisting in preparing, monitoring, and/or executing surveillance plans, and sampling criteria. 5) Effectively communicating detailed technical and/or programmatic requirement to an audience with varied levels of technical knowledge. 6) Applying knowledge of inspection, test and measurement techniques, hand tools, precision measuring devices, and an understanding of calibration standards to perform or monitor work related to shipboard/maritime electronics and/or control systems and equipment. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience you have:
Have successfully completed a Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
