You will serve as a Quality Assurance Specialist (Electrical) on the Quality Assurance Team (Code 937) at the Marinette Detachment of the Supervisor of Shipbuilding, Conversion & Repair (SUPSHIP), Bath, Maine.

Duties

You will provide primary contractual and quality oversight of the Government contracted shipbuilding and repair efforts conducted by the Marinette Marine Corporation (MMC), Marinette, WI, and other such ship construction and repair efforts. You will monitor the capability of the builder's processes, regularly audit their in-process execution, and inspect the final products produced. You will utilize specialized electronic databases to provide detailed and retrievable documentation of quality and performance aspects directly observed. You will prepare and monitor surveillance plans and sampling criteria for the fabrication, installation, activation, testing and trials of numerous shipboard systems. You will plan and apply quality assurance methods and techniques to audit and monitor the contractor's quality assurance system and processes. You will monitor corrective actions undertaken to both assure the product delivered adheres to referenced standards, that corrective actions prove successful, and adequate to prevent recurrence. You will serve as a member of the Supervisor's MOCK INSUV Board, assessing the ship's readiness to operate during acceptance trials. You will provide assessment and recommendations to the supervisor concerning delivery readiness for the vessels under our purview. You will coordinate the production, test and oversight efforts of Ship's force, Government and Builder QA-personnel, off-site Government and Industry certification and inspection teams, and other varied external entities. You will support technical activity for quality assurance oversight as required in conjunction with design conflict resolutions. You will apply knowledge and experience to the functionality and producibility of submitted designs.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to perform occasional sea duty.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting quality assurance functions for shipbuilding programs (e.g., Electrical Systems inspection; inspection of contractor programs; Interpreting blueprints, drawings, or specifications) to identify problems and provide recommendations for corrective action. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
