Duties
Supervises a staff performing work related to activities that support commercial pay activities.
Monitors and evaluates financial systems support to ensure compliance, internal controls, and optimal operating procedures. Designs modifications to operations ensuring compatibility with systems requirements and DoD policies.
Assists in review, preparation, and revision of Standard Operation Procedures (SOPs) and prepares and revises desktop guides and knowledge management documentation for organization personnel.
Participates in long range planning, goal setting, and evaluating the subordinate staff. Plans, organizes, directs, and coordinates the work of subordinate teams involved in carrying out the mission and functions of the branch.
Evaluates internal policies, procedures, controls, and work outputs to ensure compliance with Department of Defense (DoD) policies and directives.

Qualifications
Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-07 for GS-09 and GS-09 for GS-11) in the federal service, which demonstrates the ability to perform the duties of the position.
For GS-09: Specialized experience at the GS-07 grade level is defined as: performing financial management data analysis, applying standard methods of data information and collection and analysis to determine the efficiency of financial systems in the organization, creating recommendations for business process improvements, and customer support for an automated financial or payroll system.
For GS-11: Specialized experience at the GS-09 grade level is defined as: providing expert knowledge of financial standards and principles to effectively analyze financial operations by applying applicable laws, regulations, policies and procedures to resolve issues relating to finance operations.
GS-09 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

Education
GS-09 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
