About the Position: Serves as an Antiterrorism/Force Protection Officer for the National Training Center (NTC) and Fort Irwin, CA. Is the principle staff officer and subject matter expert (SME) to the Commanding General, Garrison Commander and their staffs.
Duties
Develop and coordinate the prevention and response plan (Antiterrorism Plan) to address force protection, crisis and consequence management, terrorism prevention and response, insider threat mitigation, mass casualty, and physical security.
Develop and implement policy for changing Force Protection Condition (FPCON) levels.
Direct installation measures as needed to protect against all internal and external threats of terrorism.
Compile, summarize, and analyze information relating to Antiterrorism/Force Protection requirements to develop plans for approaches to satisfy requirements and implement appropriate courses of action.
Conduct force protection staff assistance visits and command inspections for units assigned to the installation.
Review and approve Antiterrorism and Operations Security contract requirements packages.
Serves as the highest technical authority regarding all AT/FP matters for the Garrison and the NTC.
Serves as liaison and alternate Battle Captain to the Garrison’s Emergency Operations Center (EOC).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a TOP SECRET Clearance based on a SSBI investigation.
- This position is covered by the Civilian Drug Abuse Testing Program.
- Incumbent may be required to work overtime, and other than normal duty hours which may include evenings, weekends, and/or holidays.
- This position has been designated "Mission Essential".

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: evaluating an antiterrorism program and assisting in the development; and management of random antiterrorism measures to enhance threat response capability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
