This is a Direct Hire Authority solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the 88th Readiness Division, Facility Maintenance Team, Directorate of Public Works located in Indianapolis, Indiana. Management may select at any of the grade levels announced.

Duties

Develop Regional Support Command (RSC) facility base contracts for Army Reserve Centers operation, maintenance, repair and minor construction projects. Track and maintain facility assets, facility inventory, plant equipment inventory and databases, service orders, work orders, project financial data and invoice management in various automated systems. Provide contract, cost estimate, economic analysis and other documentation for requested work. Inspect facilities to determine existing conditions. Provide expert advice to supervisors, peers and subordinates interpreting regulations, policies, manuals, and standards. Monitor funding for maintenance and repair programs and service contracts. Review construction plan, specifications and submittals to ensure the technical adequacy of repair and construction projects. Conduct facility management training for all staff members. Analyze Facility Management Specialists’ workload for the operations, maintenance, and repair of Army Reserve facilities.

Requirements

GS-11 Specialized Experience: One year of specialized experience which includes: maintaining a program for operation, maintenance, repair, and improvement of facilities; assisting in the preparation of contacts and cost estimates for requested work; and providing guidance to personnel on policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service, GS-09. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes: planning and directing a program for operation, maintenance, repair, and improvement of facilities; determining operating and maintenance requirements; and preparing contracts and cost estimates for requested work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service, GS-11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
