Located at the VA Medical Center in Indianapolis, IN, the Facility Operations Specialist is responsible for the day-to-day building operations and maintenance of leased administrative and clinical space for Veteran Health Indiana. The leased spaces encompass a large geographic area including buildings located throughout central, western, and mid-southern Indiana. You must be willing to acquire Contracting Officer's Representative (COR) Certification within one (1) year of appointment.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major duties and responsibilities include: Maintains responsibility for the day-to-day operation and maintenance of Veteran Health Indiana off-site outpatient sites of care and administrative leases. Initiates and serves as the Contracting Officer's Representative Level II (COR) for property leases and a variety of building maintenance and repair contracts, and coordinates with a variety of service providers who perform work at the offsite locations. Develops statements of work, contract specifications, and cost estimates for repairs and improvements to systems and services. Monitors and evaluates contractor performance. Evaluates, develops, and recommends a course of action for coordination on decisions involving changes or alterations to facilities and utilization. Assists with the day-to-day management of facility operations and building operating systems supported by VA. Regularly engages property owners/managers/contractors to review lease building systems to ensure they are functioning as designed and are in good working order, including HVAC, electrical, energy management, general safety, fire safety, security systems, and plumbing. Reviews actions and provides guidance in compliance with current regulations to property lessor, facilities management, and executive leadership on immediate needs and future operations in comprehensive written reports and presentations. Maintains current working knowledge of local and federal codes and regulations that impact building operations, including FDA, health department, energy management, CFR, OSHA, and FPMR (Facility Property Management Regulations). Identifies facilities issues and coordinates with the Supervisory Capital Investment Analyst on matters relating to disposal, retention, or maintenance. Researches, analyzes, and prepares reports for Engineering Service, Space Committee, and Planning to operate facility assets at their most effective level based on building conditions and life-cycle cost analysis. Reviews and certifies invoices for contract facility support for a variety of facility supportive vendors. Conducts comprehensive management studies and surveys for a wide variety of established or proposed organizations to determine optimum space utilization. Researches and prepares comprehensive procurement package for new and replacement facilities, conducting market research, calculating space requirements and develops the agency specific requirements. Performs other related duties as assigned. To qualify for this position at the GS-9 level you must meet one of the following: Specialized Experience: At least one (1) full year of specialized experience, equivalent to at least the next lower grade level (GS-7) in the Federal Service, that has given you the knowledge, skills and abilities required to successfully perform the duties of this Facility Operations Specialist - Property and Leasing. Examples of qualifying specialized experience includes: (1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; (2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; (3) Performing maintenance or construction support work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. At this level, specialized experience must include experience in contracting or leasing. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~ OR ~ Education: Successful completion of a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree, with a major study in engineering, industrial arts, property management, or business administration. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: There is considerable walking and climbing ladders and stairs to conduct investigative analysis on condition of facility. Incumbent will be called upon to visit space in varying stages of construction and must be able to safely traverse uneven conditions. Will regularly receive, store, and ship items up to 40lbs. Expected to use hand tools and office equipment to maintain the facilities.
