Responsible for the day-to-day building operations and maintenance of leased administrative and clinical space for Richard L. Roudebush VAMC, IN. Responsible for constant communication with building owners, contracting officers, & building tenants to ensure all requirements of the leases and needs of tenants are met. Will require traveling to all VA leased sites as determined by customer needs and/or management established schedule.
Duties
Major duties include:
Perform short term planning and implementation of building management though complex lease agreements.
Serves as Contracting Officer's Representative (COR), provides contract administration and lease management services to ensure that lessors comply with the scope terms and conditions of the lease.
Serves as a project manager for projects in lease spaces. Oversees the management of repair and alteration projects, retrofit, and relocation moves to ensure integration and coordination within established time frames and maintains agency objectives consistent with commitments and policy against a measurable performance criterion
Responds to all requests for repairs, changes to existing conditions and issues that arise for leased occupied space in a timely manner.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09. For a GS09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

In addition to the Selective Placement Factors above, you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of contracting principles to prepare documents as needed to include Integrated Funds Distribution Control Point (IFCAP) and contract requirements for legal monitoring for service contracts. Must have experience with gathering, analyzing, and evaluating information for the purpose of preparing documents for contracts or leasing, and managing contracts or leases. Experience with developing statements of work, contract specifications, and cost estimates for repairs and improvements to systems and services, monitor and evaluate contractor performance. You will serve as the Contracting Officer's Representative Level II (COR) for property leases and a variety of building maintenance and repair contracts while coordinating with a variety of service providers who perform work at offsite locations.

To qualify based on education for these grade levels you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a major study of engineering, industrial arts, property management, or business administration. Physical Requirements: Work is generally performed indoors in an office environment. There is considerable walking and climbing ladders and stairs to conduct investigative analysis on condition of facility. Additionally, incumbent will be called upon to visit space in varying stages of construction and must be able to safely traverse uneven conditions. Incumbent will regularly receive, store, and ship items up to 40lbs. Incumbent is expected to use hand tools and office equipment to maintain the facilities.
