The Facility Operations Specialist, with organization title of Facilities Project Manager, works within the Engineering Design and Construction Section, Engineering Service, Richard L. Roudebush VA Medical Center, Indianapolis, IN. Incumbent is responsible for day-to-day contract oversight for building repairs and upgrades. Incumbent also responsible for constant communication with contractors, contracting officers, and stakeholders to ensure requirements of the construction contracts are met.

Duties

Duties include but are not limited to: Project Oversight & Management: Responsible for carrying out project management duties at VHI, Community Based Outpatient Clinics, Domiciliary, and other leases as assigned. These duties include serving as a primary contact for maintenance, repair, and construction activities at VHI. The work requires administrative knowledge and skills and broad technical knowledge of the operating capabilities and maintenance requirements of various kinds of facilities, physical plants, and equipment. Coordinates and directs work performed by a variety of trades and labor employees and requires broad knowledge of such work. Develops plans, statement of work, construction cost estimates and project schedules. Incumbent ensures constructability, design methods, construction methods and project requirements. This position schedules and coordinates the relocation of staff within RLRVAMC facilities (Main campus, clinics and leased/VA-owned facilities) with Engineering Projects Section, Engineering Shops, OI&T and TELCOM staff, Environmental Management Services (EMS), VA Police and the requesting service lines, in support of construction projects and as required for the continued operations. Building Management and Operations: Supports the day-to-day operation and maintenance of Veteran Health Indiana facility operations and building operating systems supported by VA. Maintains, repairs, or modifies facilities by inspecting physical structures, utilities, roadways, and surrounding grounds by upgrading or replacing utility systems; planning and overseeing work performed by carpenters, electricians, utility system(s) operators, janitors, and/or others. Operates facility programs and services efficiently by assuring compliance with all certifications, safety, fire prevention, and security program requirements; inspecting and directing activities providing services such as plumbing, utility, water and sewage treatment, and elevator service; inspecting contractors' work for compliance with specifications or standards; determining and projecting funding requirements; justifying budget requests. Administrative and Analysis: Research, analyze, and prepare reports to Engineering Service, Space Committee, and Planning to operate facility assets at their most effective level based on building conditions and life-cycle cost analysis. Advises the Chief of Projects - Supervisory Healthcare Engineer, Chief of Engineering and VHI Management regarding assignment and use of facilities, regulatory requirements and directives and policies. Reviews actions and provide guidance in compliance with current regulations to executive leadership on immediate needs and future operations in comprehensive written reports and presentations. Conducts comprehensive management studies and surveys for a wide variety of established or proposed organizations to determine optimum space utilization in terms of economic principles, cost, type of work to be performed, type and size of equipment, type and number of personnel and current and projected needs in terms of changing mission, functional area and special requirements such as the need for delivery of healthcare in a clinical setting. Reviews and certifies invoices for contract facility support for a variety of facility supportive vendors. Analyzes and evaluates facility maintenance, security, and safety by determining specific requirements and implementing programs based on the needs, interests and level of detail needed to satisfy a wide variety of user requirements. Provide reports, analysis, and recommendations to align with and positively impact future operations; apply analytical reporting to both existing and planned lease buildings to FMS, ELT, or appropriate service. Researches and prepares comprehensive procurement package for new and replacement facilities, conducting market research, calculating space requirements and develops the agency specific requirements. Prepare technical evaluations and calculations for reports and studies of Medical Center projects, facilities, equipment, and systems. Performs other duties as assigned. Work Schedule: Mon - Fri 7:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Overseeing various facility projects to include planning, monitoring, budgeting, reporting, reviewing, overseeing, allocating, adjusting, controlling, preserving, and evaluating with respect to facilities projects. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Project inspections require a great deal of walking, climbing, standing, and bending (inside and outside). Inspections may also require carrying of moderate loads such as tools and measuring equipment common to the position. Physical ability and manual dexterity are essential in that the incumbent must be able to climb, lift, push, balance. stoop, kneel, crouch, crawl, and reach during normal project inspection procedures. In addition, the incumbent must have good hearing, eyesight, color, and depth perception. and the use of all limbs to be able to perform at an optimum level.
