You will serve as a PROGRAM ANALYST in the Planning Yard(PY) of the Engineering and Planning Department of PSNS and IMF.

Duties

You will chair meetings to resolve problems requiring the application of expertise from a variety of technical engineering disciplines and required to keep management informed of the overall status and condition of assigned projects/programs. You will maintain cognizance on multiple independent projects, including projections of future projects. You will exercise a high degree of resourcefulness to execute projects to meet restrictive time factors. You will provide recommendations to branch/division head on the support required to meet schedules. You will analyze past data to formulate requirement of levels of funding for Planning Yard Projects. You will analyze reports and advise management of forecast cost and schedule performance versus actual cost performance. You will manage and coordinate feasibility studies coordinating various Shipyard department responses for requested studies.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-09 - Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector conducting studies of departmental work processes to identify, analyze, and recommend solutions to problems and advise management on ways to improve the effectiveness and efficiency of work operations or program effectiveness. For GS-07 - Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector gathering and analyzing data from various sources (references, directives, correspondence, instructions, subject matter experts) to assist in conducting studies on the use of resources, records management, or the effectiveness of programs. Education

Education may substitute for specialized experience as follows:

GS-07: Successful completion of one full year of graduate education, OR; Successful completion of a bachelor's degree with superior academic achievement, OR;A combination of experience and education as described above that equates to one year of experience.

GS-9: Successful completion of a master's or equivalent graduate degree. OR; Successful completion of two full years of progressively higher level graduate education leading to a master's degree. OR; Obtained an LL.B. or J.D. that is related to the position being filled. OR; A combination of experience and graduate education as described above that equates to one year of experience.
