You will serve as a GG-0501-12 Financial Management Analyst within the N8 Department for NIOC/CNO ACTIVITY in Pensacola, FL, where you will perform or advise on work in any of the phases or systems of budget administration, such as the formulation of budgets and estimates to support plans, programs, and activities; presenting and defending budget estimates before authorities; reviewing and evaluating budget requests; and control and reporting of obligations and expenditures.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations. You will formulate budgets and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will review and evaluate budget requests and control/report obligations and expenditures. You will implement legal and regulatory controls over approved budgets. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • CONUS and OCONUS travel may be required.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Formulate budgets and estimates to support plans, programs, and activities, including defending and presenting budget estimates before senior leadership. 2. Implement legal and regulatory control over approved budgets for an organization's programs and activities. 3. Analyze and recommend costs and benefits of alternative methods of financial management for the administrative operations of an organization.
