You will serve as a Supervisory Intelligence Specialist (Division Head) in the Analytic Focus Division of OFFICE OF NAVAL INTELLIGENCE. You will manage three distinct, but inter-related subordinate components, the Senior Naval Intelligence Manager (SNIM) corps and their subordinates, The Strategic Assessments Team (SAT), and the Joint Intelligence Research Office (JIRO). This position is located in Suitland, MD.

Duties

You will serve as the Division Head in the Office of Naval Intelligence (ONI) Analytic Focus Division (N23) and perform the full range of supervisory and management functions. You will manage three distinct, but inter-related subordinate components, the Senior Naval Intelligence Manager (SNIM) corps and their subordinates, the Strategic Assessments Team (SAT), and the Joint Intelligence Research Office (JIRO). You will manage all administrative functions of the entire SNIM staff and provides the full breadth of direct technical and administrative supervisory responsibilities over the SNIM team with the exclusion of the SNIMs themselves. You will facilitate the analysis, production, and the delivery of intelligence briefings and written intelligence assessments produced by the SAT and ONI’s analytic Centers. You will develop and maintain liaison with counterparts at other IC and DoD agencies, participates in IC and DoD conferences, meetings, and working groups.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examinations.
  • This position may require a 2-year DCIPS trial period.
  • Some travel may be required (within/outside U.S)

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing resources to include personnel, billets and financial allocations; 2) Establishing and implementing enterprise processes and procedures; 3) Leading intelligence mission management functions and analytic programs; 4) Overseeing analytic liaison officer program for Fleets, numbered Fleets, and Warfighting Development Centers; and, 5) Directly engaging, collaborating, and liaising with internal and external customers and organizations.
