This position is in the Budget and Analytics Section of the Business Office located at the VA Portland Health Care System. The incumbent works as a mid-level manager in the Business Office with direct accountability to the Assistant Chief, Business Office. The incumbent will provide leadership and oversight for the Budget and Analytics Section.
Duties
As a member of the supervisory management team, the incumbent is responsible for a wide variety of functions related to Budget and Analytics; these include financial analysis, programmatic oversight, contract development and maintenance, information management, performance of clinical/financial feasibility studies, and support in strategic planning efforts.
The primary role of the incumbent is serve as the source for acquiring data from primary or secondary data sources in order drive effective and efficient fiscal decisions.
The incumbent overseas the daily operations of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
The incumbent gives advice, counsels, and instruction to employees on both work and administrative matters.
The incumbent hears and resolves minor complaints from employees refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warning and reprimands and recommends action in more serious cases.
The incumbent interviews candidates for positions in the unit; recommends appointments promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.

Incumbent serves as the primary point of contact for Fiscal management and duties will include any combination of the following responsibilities: Contracting Representative (COR), Fund Control Point (FCP) Official, and Invoice Payment Processing System (IPPS) Reviewer/Certifier.
Provides training and support to staff members, ensures that key functions have back-ups, and ensures written procedures accurately reflect current accounting and budget activities and requirements.
The incumbent is responsible for all aspects of financial analysis, to include preparing financial information to assist in developing and analyzing financial statements and budgetary documents and preparing information benchmarking and analyzing division and/or facility performance.
Incumbent exercises resourcefulness and good judgment in recommending solutions to concerns/problems identified by special projects and studies. Reviews the accuracy and adequacy of current financial, costing, and managerial reports. Is responsible for quality assurance of all statistical reports and related data as they apply to higher management. Reports progress of the Budget and Analytics unit and individual contracts to the Chief, Business Office, Office of the Chief of Staff, Office of the Deputy Director and Director's office as required.
Assists in the development of improved automated, computerized managerial reports and reporting techniques. These can involve single or multiple variables, and may be related to areas of physician productivity, historical performance reviews, improving workflow procedures, etc.
Develops and executes a process to track, monitor and report on initiatives through the process improvement lifecycle (scope, implementation strategy, and anticipated outcome), tracking progress against the initiatives and impact on key performance metrics.
Incumbent is responsible for providing a liaison role for the clinical services, as those services related to the administration of fee basis money, development of provider contracts, creation of service lines, and physician/provider relations.
Incumbent will actively participate with a variety of Veterans Affairs Portland Health Care Systems committees, as they relate to the position. Committees may include, but are not limited to, the Medical Records Committee (MRC) and the Outpatient Access Workgroup (OAW).
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 04/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Develops and executes process improvement (scope, implementation strategy, and anticipated outcome) based on initiatives and the impact on key performance metrics. Prepares financial information to assist in developing and analyzing financial statements and budgetary documents. Develops special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for the organization, budget analysis, projecting and forecasting, operational and staffing analyses, contracting and provider relations. Use qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a master's degree to meet total experience requirements for the GS-11 level. To determine if you meet combination requirements, the total percentages of your qualifying experience and percentage of education required for the grade level must equal at least 100 percent. For example, an applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) (TRANSCRIPTS REQUIRED).
Preferred Experience: Utilizing computerized software to create financial, data and trend reports and presentations; Collecting, analyzing, reviewing, auditing, synthesizing, evaluating, manipulating, and reporting large sets of data/statistical information; Use qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs; Demonstrated experience operating personal computer software programs including, but not limited to, VISTA, CPRS, Outlook, Microsoft Word, Excel, PowerPoint, Customer Relationship Management (CRM), Cisco, etc.; Advanced data mining knowledge utilizing complex data mining and data analytic tools, data integration from Power BI, SQL or similar programs; Develop and present recommendations for process improvement and outreach projects based on reports to management; and Knowledge of SharePoint administration/management. Knowledge/experience managing Government contracts.
