The primary purpose of this position is to prepare, manage, coordinate, organize and execute of various programs for the 350th Spectrum Warfare Wing Plans and Programs Directorate. Duties

Directs, coordinates and plans the 350 Spectrum Warfare Wing (SWW) Operations Security (OPSEC) Program serving as the Wing Signature Manager providing oversight as the point of contact for all OPSEC-related issues between Air Force Combat Command (ACC), United States Air Warfare Center (USAFWC), host OPSEC Program Managers and the 350 SWW subordinate units. Serves as the Plans and Programs Cost Center Manager providing oversight of resources and finances. Manages, organizes, coordinates and track staff packages actions, projects, and activities to ensure integration of initiatives within the directorate, wing and across the command. Prepares and delivers oral presentation such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed programs.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes apply in depth knowledge and mastery of staff planning, execution and monitoring of service and joint military operations at the tactical through operational levels gained through well rounded experience to include current Joint and Service specific doctrine, policies, and procedures. Comprehensive knowledge of Information Operations (IO), Electronic Warfare (EW), and 350 Spectrum Warfare Wing (SWW) missions, tasks, and functions overall to support operations and synchronize activities of mutual concern. Knowledge of analytical and evaluative methods plus a thorough understanding of Department of Defense (DOD) and Joint OPSEC regulations, operations, and force protection programs. Studies and analyses are of such scope that they require a team effort. Projects typically involve development of new approaches to identify meaningful OPSEC identifiers. Knowledge of federal budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, and new program requirements that require replacement of equipment, supplies, or increase in services. Knowledge of the organizational functions and structure combined with knowledge of the organization's mission and programs in order to advise supervisory and management officials in areas of administrative matters. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of administrative, logistics, operations, budgetary methods, and readiness programs, including task management functions, directives, practices, procedures, regulations, policies, and processes to formulate, justify, and execute programs of the organization. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the Planning Programming Budgeting System (PPBS) process supports them. Expert knowledge of OPSEC regulatory requirements, regulations, and directives. Comprehensive and detailed knowledge of the capabilities and limitations of OPSEC to include the appropriate application of OPSEC tactics, techniques, and procedures to the planning and execution of military operations at all levels. Knowledge of safety, security and procedures for defense travel authority and government purchase card requirements, regulations, practices, and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; maintain good working relationships and ability to independently execute projects and/or studies within established time constraints. Skill in gathering, assembling, drawing conclusions, and conducting analyses and devising recommended solutions from facts. Skill in packaging the entire process in briefings, papers or reports suitable for top management use and decision making. Ability to develop new or modified work methods, processes, and/or procedures to improve organizational efficiency/productivity. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
