You will serve as an Administrative/Technical Specialist in the Airborne Crew-Served Weapons Branch; Weapons Systems Division; Special Warfare & Expeditionary Systems Department of NAVAL SURFACE WARFARE CENTER.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14.
This position is salary capped GS-13 Step 10 (currently $134,435). See "Additional Information" section.
Duties
You will function as the NAVAIR Foreign Military Sales (FMS) Execution Lead within the Airborne Crew Served Weapons Branch (JXNV).
You will support NAVAIR PMA-242 Program Office FMS projects/cases.
You will generate and coordinate implementation of a Crane Rough Order of Magnitude (ROM) and Statement of Work (SOW) from a Letter of Request (LOR).
You will manage ROM and SOW cost, schedule, and performance, communicating to Program Office FMS Case Manager, Logistics Manager and Financial Manager any required changes to the original SOW/ROM.
You will attend FMS specific meetings and other meetings as required that support FMS efforts.
You will validate Letter of Agreement (LOA) covers request, review publication to determine if/what data needs to be removed, provide sanitization instructions, and review sanitized publication to ensure all necessary data was sanitized.
You will draw down project lead report and review status of NWAs.
You will realign funding to cover shortages, validate labor charges, and verify funding alignment to SOWs.
You will review direct cite funding, review prime CSS monthly report, and validate burn rates vs. remaining tasking.
You will review reimbursable funding revenues, project future requirements, and develop plans to justify ceiling increases.
You will review training plans, curricula, and supervise/observe virtual or in person CONUS/OCONUS training events.
You will research material and submit Procurement Requests (PRs) through the Crane PR cell.
You will input order tracking information on appropriate spreadsheets, lookup order status in FedMall, OneTouch Support, GSA Advantage, ERP or Army databases, and track deliveries
You will communicate delivery schedules, and current status to include delays to Program Office FMS Case Manager, Logistics Manager and Financial Manager.
You will prepare material movement documents using ERP, stage material f or shipment, coordinate with Crane shipping department and FMS freight forwarder, and update spreadsheets.
You will coordinate any incoming shipments from FMS customers and coordinate analysis and repairs of FMS customer’s received material.
You will conduct Operating Materials and Supplies (OM and S) tracking, establish appropriate plant/SLOC in ERP, receive material and validate quantities, receipt material, and validate monthly OM and S bills.
You will assemble support equipment kits per design drawings.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector managing project resources to meet cost, schedule, or performance requirements for warfare system technical projects.
