You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the MAINTENANCE PLANNING BRANCH, AVAILABILITY PLANNING DIVISION of CARRIER PLANNING ACTIVITY.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
Duties
You will provide technical and administrative supervision to other management and program analysts, production controllers, engineers and engineering
technicians.
You will provide support for the improvement of advance planning, overhaul execution and ship's operation.
You will develop and maintain Baseline Availability Work Packages (BAWPs) in support of the availability project teams.
You will plan, program, coordinate, direct, execute and administer all responsibilities under the cognizance of the Maintenance Planning Branch.
You will be responsible for programs and projects associated with the life cycle and availability planning of aircraft carriers.
You will assign work to subordinate personnel, ensure timely completion and quality of work, resolve conflicts and overlapping functions between technical
personnel and other organizational entities.
You will develop measures to quantify organizational effectiveness and efficiency to identify areas for improvement and to monitor the effect of changes.
You will facilitate and coach others within the aircraft carrier maintenance community on the life-cycle maintenance and modernization planning.
You will manage and lead specific special projects as may be assigned and facilitates study teams that develop unique and innovative technical solutions,
specifications and processes to resolve complex problems.
You will manage, lead, and provide oversight for projects and studies performed to ensure work performance is in concert with established objectives, priorities, and deadlines.
You will provide periodic reports to supervisor on status of assignments, including milestones accomplished, budget expenditures, planned work, and potential project obstacles.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-02 (GS-11) or grade level in the federal service or equivalent experience in the private or public sector analyzing and advising on financial, contractual, or manpower programs for the maintenance, modernization, or life-cycle planning of ship operations.
