You will serve as a HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS) in the COMMAND OPERATIONS DIVISION, HUMAN CAPITAL DIVISION, LABOR & EMPLOYEE RELATIONS BRANCH of FLTREADCEN EAST.

Duties

You will promotes effective employee-management relations. You will act as management advisor for labor relations issues in organizations with a wide variety of occupations with significant employee issues such as standby, overtime, shift, and environmental pay issues. You will perform extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance. You will serve as the primary point of contact and technical advisor for all aspects of the program area assigned to include providing technical advice and training. You will review, analyze and interpret injury compensation standards established by Congress and the Department of Labor (DoL).

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in planning, directing, implementing and managing the program area, and ensuring program is in full compliance with all specified federal regulations governing program management, with guidance; 2) Advising labor relations issues in organizations with a wide variety of occupations with significant employee; 3) Effectively communicating both orally and in writing; 4) Working well others and effective relationships with all levels of management and labor organizations; 5) Researching and applying policies and procedures in handling employee/labor relations issues. GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, directing, implementing and managing the program area, and ensuring program is in full compliance with all specified federal regulations governing program management; 2) Providing extensive knowledge of labor relations issues in organizations with a wide variety of occupations with significant employee; 3) Effectively communicating both orally and in writing; 4) Working well others and effective relationships with all levels of management and labor organizations; 5) Researching and applying policies and procedures in handling employee/labor relations issues.
