You will serve as a Human Resources Director (HRD) for the Human Capital Management Division (HCMD) of the Naval Air Systems Command (NAVAIR) in the Fleet Readiness Center (FRC). You will provide the full range of civilian personnel services to the FRC, and, as assigned, to other Department of the Navy (DoN) and Department of Defense (DoD) commands.

Duties

You will serve as the senior advisor to management at all levels on all aspects of human resources management and is responsible for all civilian human resources administration. You will represent customer-based organizations in personnel matters and recognize employee associations and labor unions. You will serves as the liaison with the servicing Office of Civilian Human Resources (OCHR) to ensure that civilian customer needs are met in recruitment, processing, records maintenance, and Defense Civilian Personnel Data System (DCPDS) reports. You will interpret, develop, promulgate, and implement policies, procedures, and instructions governing the human resources program within the general framework generated by higher authority. You will provide service and guidance involving staffing/recruitment, classification/position management, employee/labor relations, and Employee Development. You will provide management representation in the recognition, negotiation, and contract administration phases of the labor relations program of activities with exclusive bargaining units, and on difficult cases providing employee relations services. You will act as the FRC site representative to national initiatives. You will provide expert support for senior NAVAIR and local managers’ efforts to devise long-range strategies, priorities, and plans, which help in the successful implementation of transformations and initiatives. You will participate on and/or direct special projects. You will develop, analyze, and advise on issues and activities within and across the FRC and NAVAIR. You will collaborate with NAVAIR HQ HCM to incorporate workforce skills assessments, gap analyses, diversity, and appropriate shaping and sizing into the FRC Human Capital community.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
