Duties
As Branch Chief, plans, organizes, and oversees the activities of the Branch ensuring that NGB-J3/4/7-LR complies with legal and regulatory requirements and meets customer needs. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide CRE Logistics Readiness functions and activities; participates in providing both technical and administrative direction to subordinates.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinates. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Establishes, develops, and maintains effective working relationships with Readiness Support, CBRNE & Communications Support Team (CST) Operations, Base Realignment and Closure (BRAC), domestic Response, Mission Support, Logistics Readiness Contracting personnel. Represents the division at higher levels within the organization and at conferences with Head Quarters (HQ) United States Air Force (USAF), DOD, and other agencies.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes establishing metric and analysis systems for subordinates to assess efficiency, effectiveness, and compliance with regulatory procedures; Evaluating requirements for additional resources submitted by subordinates, and balances organization needs with overall mission requirements and resource interests; Ensuring documentation prepared to support actions is proper and complete; Reviewing developmental needs of subordinates and makes decisions on non-routine, costly or controversial training needs and/or requests for unit employees; Supporting the establishment and maintenance of effective working relationships with other coordinating organizations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to complex CRE logistics operations and ability to manage various component issues dealing with supply, maintenance, transportation, acquisition logistics, installation/facility operations etc.
Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and NGB, Army & Air Force organizations to provide command level staff guidance on CRE logistics readiness principles concepts, policies and regulations.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization.
Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
