Duties
Develops performance standards and major performance objectives. Works with employees in developing individual development plans. Appraises the performance of each employee.
Initiates recognition for key personnel and recommends appropriate awards.
Develops career plans and makes provisions for employee training and professional development needs.
Reviews disciplinary problems and effects disciplinary measures, recommending action in the more serious cases.
Ensures continuing affirmative application and support of DoD and DFAS policy concerning the equal opportunity and affirmative action programs.
Establishes and maintains a system of Internal Controls to include developing, documenting, and operating internal processes and administrative/technical controls.
Identifies and develops Functional Descriptions, Economic Analysis, Management Plan, System Decision Papers, Test Plans, Concept Papers, milestones and conversation plans when designing/developing systems and prototype criterias for approval.
Reviews, modifies, and impacts Department of Army procedures, policies, and principles pertaining to the military pay and accounting system and identifies specific problems and issues requiring further analysis.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

To be hired at the GS-13 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as serving as a senior technical advisor on the testing, designing, debugging, documenting, validating, evaluating, and implementing of all phases of system programs to support financial management and accounting systems of pay operations; resolving issues impacting the planning, implementation, of large-scale accounting and financial operations; recommending changes to new or old policies, procedures and strategies to improve financial management processes and financial systems; and providing financial systems expertise to senior leadership to help carry out the continuity of financial missions. Experience should demonstrate application of financial management regulations, principles, policies, and procedures as they relate to automated systems processing and finance operations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
