The primary purpose of this position is to serve as a combatant command headquarters National and Nuclear Command, Control, Communications and Computers (N2C4) systems program analyst and lead action officer, providing operational and program subject matter expertise to analyze and evaluate issues in support of USSTRATCOM.
Duties
Provides operations and technical expertise to assist in maintaining and developing N2C4 capabilities required by DoD to meet COCOM operational requirements. Assesses and develops detailed N2C4 plans, goals, objectives, and recommendations to meet USSTRATCOM's Global Operations Center mission effectiveness and efficiency in assigned program area.
Provides planning and program support to USSTRATCOMs Global Operations Center mission N2C4 Programs involving such activities such as developing policy and standards; planning, coordinating, and implementing Command level taskings; and developing long-range planning for the acquisition of systems to support command missions. Identifies non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations.
Functions as a Contracting Officer's Representative on contract and budget activities. Prepares solicitation packages to include SOWs/PWS (statements of work/performance work specifications), technical evaluation criteria, bid schedules, etc., for contracts. Initiates, analyzes, coordinates, and incorporates recommended modifications to the solicitation package to ensure technical accuracy. Coordinates with Contracting Office to ensure completeness and legal sufficiency.
Performs multi-faceted staff coordination on various aspects of N2C4 systems for USSTRATCOM Global Operations Center with numerous external organizations including National agencies, Joint Staff, Combatant commands, government agencies, and component commands. Responsible for the evaluation, development, coordination, and integration of proposed N2C4 systems, with related administrative factors such as OSD and CJCS policies and objectives, funding requirements, scheduling, user operational requirements, etc.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes application qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as advocating future concepts; mission capability needs; PPBE; JCIDS; acquisition; conduct of war; mission and flying operations; special operations; or similar operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; PPBE; JCIDS; acquisition; special operations.
2. Knowledge of USSTRATCOM program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
3. Knowledge of the application of program expertise as it applies to assigned programs; and assigned missions. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
4. Ability to design and conduct comprehensive studies and prepare solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDTIONS OF EMPLOYMENT:
This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
