You will serve as a PROGRAM ANALYST in the CONTRACTS SUPPORT BRANCH of the BUSINESS PROCESSES DIVISION of NAVAL FACILITIES ENG COMMAND ATLANTIC.

Duties

You will provide advice and assistance to the Contracting Support Line. You will provide assistance in accomplishing the timely payment of invoices for a broad range of procurements. You will analyze underlying system issues for root causes and provide troubleshooting and assistance to users at the NAVFACENGSYSCOM LANT Echelon III and supported Component Commands You will receive, answer, and document trouble calls via email. MS Teams, over the phone, and in person. You will participate in implementation and deployment teams for system upgrades and changes. You will provide timely alerts and updates on changes to invoice policies to Contracts Business Line personnel.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • Occasional travel away from the normal duty station is required.
  • You will be required to obtain and maintain a current valid United States drivers license.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Utilizing financial concepts and necessary systems to obligate or deobligate contract funds as required in accordance with relevant laws and regulations; 2) Providing assistance to the contracting support Line at NAVFACENGSYSCOM LANT for PII applications and contract invoicing issues, problems, challenges, policies, and future financial systems in use by Department of Defense (DoD); 3) Providing operating support and oversight of the Government-Wide Commercial Purchase Card (GCPC) Program including policy interpretation, training, procurement assistance, invoice issues, delinquency reporting and resolution, assistance and tracking of disputes, credit balances, and other functions relative to the GSPC program and 4) Assisting contractors with the submission of invoices in Wide Area Workflow (WAWF) as necessary. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05) or pay band in the federal service or equivalent experience in the private or public sector: 1) Providing various services to customers through the NAVFACENGSYSCOM Contracting Support Line. 2) Providing system administration support for acquisition staff. 3) Assisting in the identification of financial and acquisition problems. 4) Utilizing office management software: Microsoft Office, Word, Excel and PowerPoint. And 5) Communicating effectively orally and in writing. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09 Level
  • Successfully completed a master's or equivalent graduate degree, or
  • Successfully completed two full years of progressively higher level graduate education leading to a master's degree, or
  • Obtained an LL.B. or J.D. that is related to the position being filled
GS-07 Level
  • Successfully completed 1 full year of graduate level education, or
  • Successfully completed a bachelor's degree with superior academic achievement
