You will serve as a SIOP PROGRAM ANALYST in the OPERATIONS (OP), (SIOP) (OP6) of NAVAL FACILITIES ENG COMMAND ATLANTIC.
Duties
You will track and evaluate the budget throughout the operating year via integrated reporting systems against the Execution Plan.
You will recommend adjustments, such as the redistribution of funds within budget accounts, in response to changes in requirements and/or funds availability.
You will assist with the development of detailed programming and financial planning, justification and documentation, as required.
You will create exhibits and develop briefings to support/defend budget related issues.
You will provide complex substantive management support services in the area of program cost analysis annual/multi-year long range fiscal planning, and development of annual work plan(s).
You will as the Information Manager for the assigned program(s).
You will develop and establish protocols for electronic file storage, sharing of electronic documents, and use of electronic tools.
You will work with Public Works Departments, HQ Program Management Office, Mid-Atlantic, Mid-Atlantic Region and NAVFAC Atlantic staff.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Ensuring budget forecasts, estimates and submissions conform to requirements, guidelines and financial objectives of assigned funds; 2.) Conducting analytical studies and projects related to management and productivity improvement, management controls and long-range planning; 3.) Using financial and information systems to extract data and retrive funding information for analysis; 4.) Advising on organization policies and controls for the obligation and expenditure of funds; 5.) Analyzing the sources, types and methods of funding for assigned budgets, financial relationships between assigned budgets and external organizations' budget.
